Could you compel someone who earns a salary or a wage by working in the Dallas City limits to do all his or her shopping within Dallas's jurisdictional boundaries in order to generate more sales taxes? I have a suspicion that legal minds would say the answer to that question is "No, no, a thousand times no."
Given that, how can the city even suggest that it can require solid waste collected by commercial waste haulers within the city limits be disposed of in the city's landfill to generate more income? Someone needs to explain the difference to me.
